Notice of Intent to Award

This communication serves as the official Notice of Intent to Award for the Request for Proposal (RFP) for Tree Planting and Invasive Plant Management Services in Rockbridge, Bath, and Alleghany, VA issued by the James River Association on September 12, 2022 and due October 21, 2022.

The James River Association received proposals from the following contractors:
• Conservation Legacy – Appalachian Conservation Corps
• Susan Hayes Garden Design LLC
• RX Fire Effects

A contractor selection committee assembled by the James River Association convened on November 2 and 9, 2022 to review and evaluate proposals received. RX Fire Effects and Conservation Legacy – Appalachian Conservation Corps were selected based on the recommendation of the committee.

Protest Period: This Notice serves to begin the official protest period to conclude 5pm on November 11, 2022. If a contractor that submitted a proposal desires to protest the decision of the contractor selection committee, the contractor may submit by email a written protest. The written protest should be submitted to Melissa O’Neill, Programs Administration Coordinator, at moneill@thejamesriver.org.

Next Steps: After the protest period concludes on November 11, 2022, the James River Association will work with the selected contractor to execute a contract/agreement.

Notice of Amendment for “Request for Proposal: Tree Planting and Invasive Plant Management Services for Riparian Forest Buffer Projects in Rockbridge, Bath, and Alleghany, VA”

Date of Amendment Release: 9/21/2022

A revised JRSP Contractor RFP PDF has been released that is calling for proposals with qualifications and activity rates for contractors instead of full project bids. This change was made to ensure that estimates are as accurate as possible for both parties.

REQUEST FOR PROPOSAL: TREE PLANTING AND INVASIVE PLANT MANAGEMENT SERVICES FOR RIPARIAN FOREST BUFFER PROJECTS IN ROCKBRIDGE, BATH, AND ALLEGHANY, VA

The James River Association (JRA), a 501(c)(3) nonprofit organization, received a federal grant, administered by the National Fish and Wildlife Foundation, to provide maintenance on previously installed riparian buffers. Maintenance activities may include tree planting, tree shelter maintenance, and invasive species management. We will accept proposals for just invasive species management and tree shelter maintenance, just replanting, or both.

PROJECT DESCRIPTION: The James River Stewardship Program, a program under the Upper & Middle James Riparian Consortium (Consortium) is seeking proposals to complete riparian buffer maintenance and tree planting at 25 riparian buffer sites located throughout Rockbridge, Bath, and Alleghany Counties, Virginia. September 12, 2022 Released RFP and sent to prospective contractors.
● September 21, 2022 Released RFP Amendment
October 21, 2022 Proposal Deadline, must be submitted by 5pm.
October 24-28, 2022 JRSP selection committee reviews proposals.
October 31-November 4, 2022 If necessary, JRA will schedule contractor interviews.
November 9, 2022 Notice of Intent to Award will be sent to all applicants.
Mid November – Mid December 2022 Site visits, Estimates, and Agreement Development
November 2022 – February 2023 Invasive Species Management and Tree Shelter Maintenance
March – April 2023 Tree Planting
